A petition, backed by citizens across the state, urges Attorney General Pam Bondi to investigate what they see as Colorado’s violations of Second Amendment rights—specifically through Senate Bill 25-003, a law requiring training and permits to purchase semi-automatic firearms. Why does this legislation ignite such contention? Many gun owners in Colorado, deeply rooted in the traditions of self-defense and hunting, stand firm in their belief in the Second Amendment. Yet, there’s a growing call among them for responsibility, a recognition that rights must be paired with safeguards to protect communities. For generations, Coloradans have lived with guns as tools of necessity—whether for hunting in the vast wilderness or defending homes where police response times can stretch to 20 minutes in rural areas (2024 Sheriff Services report). The Second Amendment, upheld by landmark decisions like Heller (2008), guarantees this right, a principle cherished by the 14,535 residents who use guns defensively each year (scaled from CPRC 2023 data) and the 77,314 low-income rural owners who rely on them for self-defense or sustenance (scaled from Pew 2023 data). However, the reality of gun ownership carries a heavy toll: in 2023, 27 accidental shooting deaths occurred in Colorado (scaled from CDC data). How can a state honor its heritage while addressing such preventable losses?

SB25-003, signed into law on April 10, 2025, and set to take effect in August 2026, mandates a 12-hour safety course, a background check, and a permit for purchasing semi-automatic firearms—weapons like the AR-15, often used for self-defense and sport shooting. Critics behind the petition argue that this law infringes on constitutional rights, imposing fees of $150–$300 (RMGO estimates) that burden the vulnerable, particularly the 77,314 low-income rural owners who may struggle to afford or access training in areas with limited facilities (2024 CPW report). Yet, is this truly an exclusion, or a necessary step toward accountability? The law doesn’t aim to strip away rights but to ensure they are exercised responsibly, much like other rights are balanced with societal duties. Free speech does not shield slander; why should gun ownership enable avoidable harm?
The stakes are undeniable: in 2023, 48,204 Americans lost their lives to guns, including 1,602 accidental deaths and 28,922 suicides (CDC). In Colorado, that translates to 27 accidental deaths and 495 suicides. Training offers a path to reduce these tragedies—states like Massachusetts, with mandatory training, see a 15% lower gun death rate, which could save 124 lives annually in Colorado (Giffords 2024). Why not ensure every gun owner knows how to handle and store their firearm safely, especially when 72% of Americans support such measures (Everytown 2024)? Critics argue these requirements turn a right into a privilege, but parallels to other regulated activities suggest otherwise. Driving, a privilege, requires licensing—$95 and 30 hours of training in Colorado (DMV 2025)—because it saves lives, preventing 2,126 deaths from untrained drivers (NHTSA 2023). If such standards are accepted for cars, why not for guns, which carry equal potential for harm?
The petition also points to SB25-003’s exemptions for law enforcement and military, decrying a double standard. Yet, this exemption underscores the value of training: these professionals undergo rigorous preparation—80 hours for POST certification (Colorado POST 2025) and 80+ hours for military basic training (DoD 2025)—before carrying semi-automatics. Their training minimizes misuse, with only 0.3% of officer-involved shootings in Colorado deemed unjustified in 2023 (Colorado DOJ data). If trained professionals require such preparation to carry these weapons responsibly, why should civilians be exempt? The law’s 12-hour course is a modest step by comparison, yet it could prevent the 174 annual mass shooting deaths linked to semi-automatics (Everytown 2009–2023). How can the state ignore this potential for safety?

Challenges remain: rural access to training is limited, and fees may strain low-income owners. But this isn’t exclusion—it’s accountability. If someone cannot afford a car, they cannot drive, yet licensing isn’t seen as an infringement on a right to travel. Gun ownership, even as a constitutional right, demands responsibility. The Second Amendment protects freedom, but it does not absolve the duty to keep communities safe. Responsible gun owners understand this balance—why shouldn’t all share in this commitment?
