DARPA’s influence on media through AI technologies raises critical questions about transparency in an era where information shapes public perception and trust. The Defense Advanced Research Projects Agency has a long history of funding AI projects that intersect with media, often with dual-use implications that can both combat and contribute to disinformation. One such initiative, the 2016 Media Forensics (MediFor) program, aimed to develop tools to detect manipulated content, such as deepfakes—AI-generated videos or audio that can convincingly mimic real people by altering their appearance or voice. MediFor focused on creating algorithms to identify inconsistencies in digital media, helping platforms flag fake content. While this technology has the potential to counter disinformation by identifying fake news, it also carries risks of being weaponized, enabling the creation of tools that manipulate narratives at an unprecedented scale. SMISC developed algorithms to track the spread of information and identify influential accounts, but its tools were later used in ways that blurred the line between countering disinformation and controlling narratives. A 2023 study by the Center for Media Engagement found that AI tools, some DARPA-funded, were used in 40% of social media campaigns to amplify misleading content, often without public knowledge, eroding trust in media and democratic processes.

The lack of transparency in DARPA’s media-related projects exacerbates these risks, as communities are left in the dark about how these technologies shape the information they consume. Without public oversight, there’s little accountability for how these tools are deployed—whether by governments, corporations, or other actors. This opacity can undermine the very trust that media relies on, as people struggle to discern truth from manipulation in an AI-driven landscape. For instance, requiring platforms to label content flagged by AI as “potentially manipulated” with an explanation of the criteria used can empower users to make informed decisions.
